Printed mass media (press) in Ukraine are understood as periodical and ongoing publications, which are published under a permanent name, with a periodicity of one or more numbers (issues) during the year on the basis of a state registration certificate.  

The order of establishment, state registration, and activity of printed mass media in Ukraine is regulated by the Law "On Printed Mass Media (Press) in Ukraine".  

Whether it is good or bad, according to the law, a printed mass media can be published only after its state registration (Part 2, Article ZU "On Printed Mass Media (Press) in Ukraine"). This means that it is mandatory in this case to obtain the Certificate of State Registration of the Printed Mass Media, which is issued by the territorial administration of justice after payment by the founder of the registration fee.

 

PRINT MEDIA IN UKRAINE CAN BE ESTABLISHED:

  1. citizens of Ukraine, citizens of other states, stateless persons, not limited in civil legal capacity and civil legal capacity;
  2. legal entities of Ukraine and other states;
  3. labor teams of enterprises, institutions and organizations based on the relevant decision of the general meeting (conference).

                               

The process of registration of print mass media begins with the submission of an application for registration to the Department of Justice. Such an application must necessarily contain information about:

  • founders (co-founders) of the publication;
  • publication type;
  • name of the publication;
  • language of publication
  • sphere of distribution (local, regional, national, foreign), categories of readers;
  • program goals (main principles) or thematic focus;
  • expected publication frequency, volume and format of the publication;
  • legal address of the founder, each of the co-founders and bank details;
  • the location of the editorial office.

                The term of consideration of this application is 1 month.

After the authorized body makes a decision on mass media registration, the founder must pay a registration fee for the issuance of a Certificate of State Mass Media Registration, which is carried out in accordance with the procedure established by Resolution of the CMU No. 1287 of 11/17/1997. "On the state registration of printed mass media, information agencies and the amount of registration fees."

 

              ! The founder has the right to publish printed mass media within 1 calendar year from the date of issuance of the Certificate. If this term is missed without valid reasons, then such Certificate becomes invalid.
